Pass and permit management

The BPA must inspect organizations issued permits and passes relating to their management of authorization and personnel and vehicle permits at least once a year.

Those issued authorization must return their pass to the BPA when the pass is no longer needed due to expiration of authorization, retirement, change of job, or change of vehicle. If the pass cannot be used for identification due to damage, including discoloration, application for re-issuance is required. In this situation, the BPA will destroy the returned pass and will complete forms to document the return and disposal of the pass(es).

Authorization (long-term and temporary) passholders must notify the BPA if the pass is lost. Statement of the circumstances of the loss and confirmation of the loss from the representative of the organization (Appendix no.12 form) need to be submitted along with the fee to re-issue the pass. The fee will be equivalent to the fee for processing the permit application.

The passholder and his or her organization are liable for accidents or incidents due to loss of the entry pass.

BPA must notify management organizations with a list of identification numbers of the lost passes along with the names of passholders who have lost their passes, as well as the temporary access pass number if available. The management organizations are to notify the appropriate security centers at the port with the relevant information.

Application for re-issuing permit passes can be processed a month after the loss has been reported.
